How to Apply for a Pag-IBIG Solar Panel Loan

With electricity prices in the Philippines continuing to rise, the Home Development Mutual Fund or Pag-IBIG Fund is offering a solar panel loan that allows qualified members to finance solar panel installations through its Short Term Housing Loan for Home Improvement program. It is not a separate standalone loan product. Instead, it falls under the Pag-IBIG Housing Loan program as a “home improvement” loan for solar panel installation.

Pag-IBIG started supporting solar financing in 2015 to encourage cleaner and more energy-efficient homes in the Philippines. It combines long repayment terms and relatively low interest rates, making it one of the more accessible renewable energy options  against rising electricity prices.

Where to Use the Pag-IBIG Solar Panel Loan?

Qualified members can use the loan to:

  • Install solar panels on an existing home
  • Add solar systems during house construction
  • Include solar features in a newly purchased house

The loan may cover purchases of:

  • Solar panels
  • Inverters
  • Mounting materials
  • Electrical works
  • Installation labor
  • Other related system costs

How Much Can You Borrow?

Qualified Pag-IBIG members may borrow up to ₱500,000 specifically for solar panel installation.

However, your approved amount still depends on:

  • Your income capacity
  • Existing Pag-IBIG loans
  • Property value
  • Credit evaluation
  • Total loan exposure limit

Pag-IBIG’s overall housing loan ceiling remains at ₱6 million.

What Is the Interest Rate?

Compared to many bank home improvement loans, Pag-IBIG rates are generally lower and more manageable. The rates are:

  • 5.75% per annum – 1-year repricing
  • 6.25% per annum – 3-year repricing
  • 6.50% per annum – 5-year repricing

Qualified low-income or minimum-wage members may qualify for a lower socialized housing rate of around 3% per annum.

Who Can Apply?

To qualify for Pag-IBIG solar financing, you generally must:

  • Be an active Pag-IBIG member
  • Have at least 24 monthly Pag-IBIG contributions
  • Are 65 years old or younger at the time of application and not older than 70 at the end of the loan term;​​
  • Have passed Pag-IBIG’s background, credit, and employment/business checks;
  • Have sufficient and stable income
  • Have no problematic or defaulted Pag-IBIG loan
  • Own the property where the solar system will be installed, or be purchasing it through Pag-IBIG financing

Note: Even members with an existing Pag-IBIG housing loan may still apply for solar financing, as long as their total accumulated loan balance does not exceed ₱6 million.

Requirements  

Applicants need to prepare both housing loan documents and solar installation documents.

Basic Requirements

You’ll need:

  • Short Term Loan for Home Improvement Application Form
  • Valid government-issued IDs
  • Proof of income
    • For Locally Employed Individuals
      • Certificate of Employment and Compensation (CEC)
      • Latest Income Tax Return (ITR) (1 photocopy)
      • One (1) Month Payslip, within the last three (3) months prior to loan application (1 certified true copy)
    • For Self-Employed Individuals
      • ITR (1 certified true copy) (BIR Form No. 1701) (1 photocopy)
      • Audited Financial Statements (1 photocopy)
      • Official Receipt of tax payment (1 photocopy) and sketch of business location.
      • Commission Voucher (1 photocopy) or Certification of commission received (1 original copy)
      • Bank Statements (1 original copy) or passbook (1 photocopy)
      • If income is derived from rental payments, submit a Notarized Lease Contract and proof of ownership or rights over the property subject of lease (1 photocopy)
      • Certified True Copy of Transport Franchise issued by appropriate government agency (LGU for tricycles, LTFRB for other PUVs, MARINA for sea transportation) and a valid Official Receipt/Certificate of Registration (1 photocopy)
      • Certificate of Engagement issued by owner of business/person availing of services (1 original copy)
      • ITR BIR Form No. 1701 for fees on professional services, commissions, or services rendered for the last 12 months. You should submit ITR BIR Form No. 2307 (1 photocopy)
      • Other documents that would validate source of income
    • For Overseas Filipino Workers (OFW)
      • Employment Contract duly certified by POEA, Philippine Consular Office at Host Country within the past 12 months
        • Employment Contract between employee and employer (1 photocopy); or
        • POEA Standard Contract (1 photocopy)
      • Certificate of Employment and Compensation (CEC) within the past 12 months
        • CEC written on the Employer/Company’s official letterhead (1 original copy); or
        • CEC signed by employer (for household staff and similarly situated employees) supported by a photocopy of the employer’s ID or passport (1 original copy);
      • Other applicable documents as may be needed:
  • Deed of Negative Pledge with Promissory Note
  • Updated Real Estate Tax Receipt (as of the latest quarter before application)​​
  • Colored pictures of exterior​
  • Vicinity map/sketch of the location of property showing landmarks​
  • Other documentary requirements as required by the Pag-IBIG branch

Solar-Related Requirements

You will also need:

  • Bill of materials
  • Cost estimates
  • Solar system quotation
  • Installation proposal from a solar company

Note: Working with an experienced and DOE-accredited solar installer helps speed up approval because they already know the usual Pag-IBIG documentation requirements.

Application Procedures

To apply, you need to:

Step 1: Check Your Eligibility

Make sure your Pag-IBIG contributions are updated and your income can support the additional monthly payment.

Step 2: Get a Solar Proposal

Contact a solar installer and request:

  • Site inspection
  • System design
  • Quotation
  • Cost breakdown

Step 3: Prepare Your Documents

Complete all housing loan and property requirements before submission.

Step 4: Submit Your Application

Visit a Pag-IBIG branch with your documentary requirements.

Step 5: Pay the Fees

Pay the ₱1,000 processing fee.

Step 6: Loan Evaluation

Pag-IBIG will review:

  • Your financial capacity
  • Property documents
  • Solar installation proposal
  • Total loan exposure

Step 7: Approval and Release

Once approved, loan proceeds are released according to Pag-IBIG’s housing loan procedures and installer payment arrangements.

How Long Does Approval Take?

Most applications take around 2 to 4 weeks if all documents are complete.

Note: Submitting complete requirements from the start greatly improves processing time.

How Long Is the Repayment Period?

Pag-IBIG allows repayment terms of up to 30 years, depending on:

  • Borrower age
  • Loan amount
  • Financial capacity

Longer repayment periods help reduce monthly payments, making solar financing more affordable for middle-income families.
