GSIS Balik Ginhawa 2: Enhanced Moratorium Refund Program

Balik Ginhawa 2 is an expanded version of the loan moratorium refund program rolled out by the Government Service Insurance System (GSIS) to let qualified members and pensioners get refunds for eligible loan amortizations paid between December 2025 and May 2026—the months covered by the non-collection period — meaning they will not be counted as missed payments or arrears on your record. This is an expansion of the original Balik Ginhawa program, announced in line with President Ferdinand R. Marcos Jr. ‘s directive for more responsive government service. According to GSIS President and General Manager Wick Veloso, the enhanced program was designed to give members and pensioners “additional financial breathing room,” allowing qualified borrowers to recover up to six months of loan amortizations for their immediate needs.

Essentially, it is a temporary financial relief program initiated by the Philippine government in an attempt to put money back in the pockets of qualified borrowers by refunding a portion of what they’ve already paid — without penalizing them for the “skipped” months. It’s meant to temporarily ease the financial burden on government employees and pensioners while keeping their loan standing intact.

What Loan Payments Are Covered?

Eligible loan payments made for the following due months may be refunded:

  • December 2025
  • January 2026
  • February 2026
  • March 2026
  • April 2026
  • May 2026

Qualified members and pensioners may receive refunds equivalent to up to six (6) monthly loan amortizations, subject to program guidelines.

How Much Can I Receive?

Your refund is based on your eligible loan amortizations paid between December 2025 and May 2026. It cannot exceed the total amount of eligible monthly amortizations covered by the program.

If you already received a refund under the original Balik Ginhawa program, that amount will be deducted from your total refundable amount under Balik Ginhawa 2. However, if you received less than the full three-month refund under the first program, you may still receive the remaining eligible amount, plus the three additional months under this enhanced version — capped at a maximum of six monthly amortizations total.

Who Can Avail of It?

You may qualify for Balik Ginhawa 2 if you are:

  • A GSIS member or pensioner
  • Someone with an active GSIS loan account, including housing loans
  • Not classified as Due and Demandable (DND)
  • Someone with a registered GSIS bank account

Loans That Qualify

The program covers most active GSIS loans, including:

  • Ginhawa Lite, Flex, and Max loans
  • Emergency Loan
  • Digital Ginhawa Loan
  • Housing Loan
  • Policy Loan

Who or What Is Ineligible?

The program does not cover:

  • GSIS Ginhawa (Green Loan) accounts — this includes the Ginhawa Solar Energy Loan (GSEL) and Ginhawa Bike and E-Mobility Loan (GBEL)
  • Fully paid loans
  • Accounts with no loan payments made from December 2025 to May 2026 (unless you already received refunds under the original Balik Ginhawa program)
  • Due and Demandable (DND) loan accounts
  • Members with pending or approved retirement or separation claims
  • Members with matured life insurance policy loans or pending life insurance benefit claims
  • Members without a registered GSIS bank account
  • Advance or down payments made before a loan’s first due date (these are treated as payments to the loan principal, not monthly amortizations)

What You Need to Have Ready

Since there’s no paperwork required, you only need the following to apply for this:

  • Your registered GSIS Touch account (username and password)
  • An updated GSIS Touch app on your phone
  • A linked/registered GSIS bank account
  • Ability to complete biometric or facial authentication during the application

How Do I Apply?

Applying is simple and fully digital. Simply follow the steps listed below:

Step 1: Open the GSIS Touch mobile application (available on iOS and Android).

Step 2: Log in.

Step 3: Go to Member’s Request Form for Loans.

Step 4: Select Loan Moratorium Through Refund or the Balik Ginhawa 2 program.

Step 5: Review your eligibility and refund details by making sure your member info and linked bank account are accurate.

Step 6: Submit and complete biometric/facial verification.

Step 7: Confirm your application.

Note: Applications are entirely voluntary and must be submitted through GSIS Touch. Keep in mind: once submitted, an application cannot be cancelled, so review your details carefully before confirming. Also, no agency-authorized officer approval is needed anymore — so applications go straight through the app, and refunds arrive in as little as a few hours to three banking days.

When Can I Apply?

You can file your application from July 1, 2026 to October 31, 2026. Only applications successfully submitted within this window will be processed, so don’t wait until the last minute.

How Will I Receive My Refund?

Refunds are credited directly to your registered GSIS bank account — not your payroll account. Approved refunds are typically credited within a few banking days of approval.

Will My Loan Be Considered Delinquent?

No. The refunded months are treated as a moratorium period, so the absence of payments during those months will not be considered arrears. Additionally, the term of loans availed under the program will be extended in line with the number of moratorium months covered.

What Happens If I Renew or Fully Pay My Loan?

If you renew your loan, your existing loan is considered fully settled, with any outstanding balance deducted from the proceeds of your new loan.

So, if you renewed your loan in March 2026, you can still avail of the refund for payments made in April and May 2026. But if you renewed in May 2026, no refund can be claimed, since the program only covers payments made from December 2025 to May 2026.

If you retire, separate from service, or pass away after availing of the program, existing GSIS policies on settling outstanding obligations will still apply.
