Program Features

As a loan facility under the DA that aims to provide financial support to individuals and businesses engaged in agricultural and fishery projects, the ANYO program is implemented through Partner Lending Conduits (PLCs), such as cooperatives, cooperative banks, and rural banks, which handle loan evaluation, approval, disbursement, and collection. It also offers the following features:

- Loanable Amount:
- Up to P300,000 for individual small farmers and fisherfolk.
- Up to P15 million for MSEs, organizations, and associations, depending on their assets.
- Interest Rate: 2% per annum (with a service fee of up to 3.5%).
- Repayment Terms: Payable based on the project’s cash flow but not exceeding five years.
- Collateral: No collateral required.
- Financing Partners: Government Financial Institutions (GFIs), NGOs, cooperative banks, rural banks, and private financial institutions.

The program is open to the following groups:
- Small Farmers & Fisherfolk (SFF): Must be registered under the Registry System for Basic Sectors in Agriculture (RSBSA) but has no registered agribusiness.
- Micro and Small Enterprises (MSEs): Includes sole proprietorships, partnerships, corporations, cooperatives, and associations with registered agribusiness or involved in the production, processing, marketing, and distribution of agri-fishery products.
- Farmer and Fisherfolk Organizations/Associations: Must be registered entities whose members are farmers and fisherfolk.
- Repatriated or former Overseas Filipino Workers (OFWs): OFWs who have lost their jobs and do not have a registered agribusiness but have returned home to start an agri/fishery/ livestock business.
- Young Agripreneurs: Agripreneur between 18 to 30 years old.
Eligibility Criteria
To qualify, applicants must meet the following criteria to ensure they have the capacity and credibility to manage and repay the financial assistance effectively.
- Must be actively involved in farming, fishing, or agribusiness operations.
- Should have no history of loan defaults or outstanding debts with government lending institutions.
- Must present a sustainable and profitable business proposal aligned with agricultural development goals.
- Must demonstrate the ability to generate income sufficient to meet repayment obligations.
- Must adhere to national policies, including business registration and environmental standards.
- Must be open to attending training and development activities to enhance agricultural and financial management skills.

Before applying for the program, make sure to prepare the following:
For Individual Small Farmers and Fisherfolk:
- Valid government-issued ID.
- One (1) recent 1×1 photo.
- Proof of registration in the RSBSA.
- Farm Plan & Budget.
For MSEs, Organizations, and Associations:
- Letter of Intent with Project Proposal.
- Board Resolution authorizing the application and designating representatives.
- Copy of registration documents.
- Latest Audited Financial Statements with proof of filing.
- Endorsement from the DA (Regional Field Office or Agribusiness and Marketing Assistance Service).
- Proof of registration/enrollment in the Farmers and Fisherfolk Enterprise Development Info System (FFEDIS).

To apply, simply follow these steps:
Step 1. Sign Up Online
Visit the DA-ACPC website (https://access.acpc.gov.ph/app/views/programs/programs_self_assessment.php) to register.
Note: For individual farmers and fishers who want to apply for a loan under the ANYO program, there is no need to sign up. You can simply go directly to the nearest ACPC Partner Lending Conduit in your area and submit your loan requirements there. Step 2. Attend Program Briefing
All applicants must participate in an orientation session.
Step 3. Business Planning Workshop
Some applicants may be required to attend training on financial literacy and enterprise management.
Step 4. Submission & Review
The Agricultural Credit Policy Council (ACPC) reviews the application and forwards it to a Partner Lending Conduit (PLC).
Step 5. Evaluation & Approval
The PLC conducts credit investigation and business assessment.
Step 6. Loan Disbursement
Once approved, the PLC releases the funds and monitors repayment.
