The AFPSLAI Scholarship and Educational Assistance Program (SEAP) is a financial aid initiative designed for the dependents of Armed Forces and Police Savings and Loan Association, Inc. (AFPSLAI) Regular Members or deceased former members who need help completing their college education. It was established to support families of military and police personnel by reducing the financial strain of tuition, books, and living expenses. The program offers two tracks—Scholarship and Apprenticeship Program (SAP) for business-related courses with post-graduation apprenticeship, and Educational Grant Program (EGP) for non-business courses without an apprenticeship requirement. Through stipends, tuition coverage, and other allowances, SEAP helps students focus on their studies and work toward a stable future.

Program Overview
Being a SEAP beneficiary means enjoying the privilege as a qualified AFPSLAI dependent so you can pursue a college degree without being weighed down by school-related expenses. It practically means receiving tuition support, monthly allowances, and other academic-related assistance, so the students can simply focus on finishing their studies.
Sub-Programs
SEAP has two program types—the Scholarship and Apprenticeship Program (SAP) for business-related courses with a service bond after graduation, and the Educational Grant Program (EGP) for other fields without the apprenticeship requirement. Each type has specific requirements and benefits you may want to check out:
1. Scholarship and Apprenticeship Program (SAP)

- For students taking business-related baccalaureate courses (e.g., Business, Marketing, Economics, Finance, Social Sciences, Digital, and Data-related fields)
- Additional ₱3,000 per term incentive for maintaining a GWA higher than 2.0
- Scholars must serve as AFPSLAI apprentices for 6–11 months after graduation
2. Educational Grant Program (EGP)

- For students taking non-business-related baccalaureate courses
- No apprenticeship requirement after graduation
Purpose and Goals
The program’s main purpose is to help deserving dependents of AFPSLAI members achieve their college degrees without the heavy financial burden. It supports:
- Access to quality tertiary education for children or siblings of AFPSLAI members
- Opportunities for both business-related and non-business courses
- Additional incentives for high-performing scholars
- Possible apprenticeship opportunities for certain courses
Benefits
It also offers the following benefits and privileges to qualified beneficiaries:
- Tuition/Matriculation/Other Fees: Up to ₱30,000 per school term
- Summer/Midyear Classes: Up to ₱10,000 (if required by the curriculum)
- Book Reimbursement: Up to ₱2,000 per school term
- Monthly Stipend: ₱4,000
- Board and Lodging: Up to ₱2,000/month (for state colleges/universities when necessary)
- ROTC Incentive: ₱2,000 per month during the ROTC term
Target Beneficiaries
The program was designed for the following:
- Legitimate, illegitimate, or legally adopted children of married or unmarried AFPSLAI Regular Members
- Legitimate, illegitimate, or legally adopted children of deceased former regular members of AFPSLAI
- In the absence of children, legitimate, illegitimate, or legally adopted brothers or sisters of single/unmarried AFPSLAI Regular Members
- Dependents of sponsors with an aggregate annual family income not exceeding ₱950,000
- Dependents of sponsors (AFPSLAI members) who are in good standing with AFPSLAI
Qualifications
To qualify, both the sponsor and the beneficiary must meet the following criteria:
For Sponsors
- Must be a Regular AFPSLAI Member or a deceased former regular member
- Aggregate annual family income not exceeding ₱950,000
- If sponsor is living, both sponsor and spouse (if a member) must be in good standing with AFPSLAI
For Applicants
- Must be the legitimate/illegitimate or legally adopted child of the sponsor
- If the sponsor is unmarried and has no children, the applicant can be a legitimate/illegitimate or legally adopted sibling
- Must be an incoming first, second, or third year college student
Requirements
To apply, you need to prepare the following:
Applicant’s Documents
- Philippine Statistics Authority (PSA) certified Death Certificate of sponsor (if applicable).
- Proof of latest and highest educational attainment such as report cards, true copy of grades/transcript of records duly certified by the school principal/registrar.
- For incoming first year students, copy of entrance examination result or certificate of acceptance from the school he/she is interested to enroll in.
- For incoming second- and third-year students, school/course grading system.
- Certificate of Good Moral Character from most recent school/college attended.
- PSA-certified Birth Certificate of applicant or in the absence thereof, certification from the Local Civil Registry regarding the loss, destruction or absence of registry records and affidavits of two (2) disinterested persons who have knowledge of such birth and parentage of the applicant.
- Valid Police or NBI Clearance of the applicant.
Sponsor’s Documents
- Latest payslip/Certificate of Pension (COP) and latest Income Tax Return (ITR) of the following:
- If sponsor is parent, payslip/COP and ITR of both parents
- If sponsor is sibling, payslip/COP and ITR of sponsor and both parents
Note: If both or one of the parents has no work or is not receiving pension, a certificate from the local government confirming such status must be provided (Barangay Certificate and Certificate of Indigency will not be accepted in lieu of Certificate of No Income).
- PSA-certified Certificate of No Marriage (CENOMAR) and Affidavit of No Child, if sponsor is sibling.
- Marriage certificate of spouse (as applicable), if sponsor is a former AFPSLAI regular member who is now deceased.
How to Apply
To complete the application process, simply follow these steps:

Step 3. Submit your application to the AFPSLAI branch or email it to info@afpslai.com.ph before the deadline.
Step 4. Wait for evaluation by the Academic Committee. Successful applicants will be notified.
Application Reminders
To ensure a smooth application, make sure to keep these tips in mind:
- Only one grantee per sponsor/family is allowed
- PSA-certified documents are required; NSO-certified documents will not be accepted
- Complete documents do not guarantee a slot; acceptance depends on the Academic Committee’s assessment and available slots
- Applicants cannot have another scholarship from other institutions, except for school-based discounts (e.g., Dean’s Lister incentives)
- Applications with incomplete requirements will not be accepted.
- Photocopied requirements must be certified “TRUE COPY OF ORIGINAL” by receiving branch personnel after presenting the original copies.
- AFPSLAI reserves the right to change requirements for any reason at the option of the Association.
- Filling up of slots shall be subject to existing policy.
