SKEAP: SK Educational Assistance Program Requirements and Application Procedure

SKEAP, or the SK Educational Assistance Program, is a community-based, barangay-level initiative run by the Sangguniang Kabataan (SK) that gives financial aid to junior high, senior high, college, and vocational students within the SK jurisdiction. The program is specifically intended for youth aged 15 to 30 who are enrolled in school and come from economically disadvantaged households, often verified through a Certificate of Indigency. It’s meant to help cover school-related costs like tuition, fees, supplies, and transportation, easing the financial pressure that can push youth to drop out or delay their education.

The SKEAP offers no fixed amount; it’s funded, designed, and released differently in every barangay, since each barangay sets its own budget and cash amount for the program based on its share of local funds. This means that what the student beneficiary receives depends entirely on where they live. In simple terms, the SK gets 10% of each barangay’s general fund for its use, and each SK then decides — through its own ordinance and youth investment plan — how much of its budget is to be distributed to the SKEAP beneficiaries who meet the requirements set by the barangay’s SK office.

Who Is SKEAP For?

SKEAP is designed for young residents who are part of the Katipunan ng Kabataan (KK) — the official youth population every SK represents. The target beneficiaries include:

  • Junior high school, senior high school, college, or vocational students
  • Youth within the official SK age bracket of 15 to 30 years old
  • Bona fide residents of the barangay implementing the program
  • Students from families identified as economically disadvantaged, usually shown through a Certificate of Indigency
  • Youth who are active participants in KK assemblies or barangay youth activities, where this is part of local requirements

Note: Because the SKEAP is locally implemented, exact eligibility can vary per location. Some barangays limit slots to one beneficiary per family to reach more households, while others choose to exclude applicants who are already receiving major scholarships (such as from CHED, DOST, or the 4Ps program) so that assistance goes first to students without other funding support.

Key Features

Some of the key features of the SKEAP include:

  • Offers limited financial assistance that can be used to fund whatever school fees or expenses need funding
  • Locally funded and locally designed so assessment doesn’t take as much time as other educational assistance program
  • Tied to a youth development plan which aligns with the barangay’s Comprehensive Barangay Youth Development Plan (CBYDP) and its Annual Barangay Youth Investment Program (ABYIP)
  • Application-based, not automatic so interested students need to apply during the designated application period
  • Limited slots, because funding comes from a fixed local budget.
  • Released on a first-come, first-served basis
  • Some barangays require applicants to take part in youth assemblies or community activities, such as clean-up drives, as part of the application process.

Note: The exact cash amount, grade requirements, and release schedule are not standardized nationwide — these details are set entirely by each barangay, depending on the approved SK budget and local ordinance.

General Requirements

While specifics differ by barangay, most SKEAP applications ask for:

  • A Letter of Intent addressed to the SK Chairperson
  • A Certificate of Indigency issued by the barangay
  • A Certificate of Registration (COR) or proof of enrollment/matriculation for the current school term
  • A valid school ID
  • Proof of residency in the barangay
  • In some cases, proof of attendance at a KK assembly or participation in a community activity

Applicants are typically asked to prepare both original copies (for verification) and photocopies of these documents.

How to Apply

To apply, you only need to follow these steps:

Step 1. Watch for announcements from your barangay or SK office about when the application period opens, since this is set locally and varies from barangay to barangay.

Step 2. Prepare your documentary requirements ahead of time, based on what your barangay’s SK office asks for.

Step 3. Submit your complete application within the announced submission period, directly to your barangay’s SK officials or at the barangay hall.

Step 4. Follow up with your barangay SK office regarding the status of your application, since incomplete submissions are generally not processed.

Need More Help?

SKEAP is implemented by the Sangguniang Kabataan of your own barangay, not by a single national office, so for any concerns or inquiries, you may reach out to them. You may:

  • Visit your barangay hall and ask for the SK chairperson or SK office.
  • Follow your barangay’s and your SK’s official social media page, where application announcements, requirements, and deadlines are typically posted.
  • Address any formal inquiries or letters of intent to your SK Chairperson, as this is often required as part of the application itself.
