Who Can Apply for the Program?

These groups must at least meet the following eligibility criteria to qualify for the program:

  • Must be a resident of Quezon City
  • Must belong to the low-income or informal settler family sector OR be an active government employee of Quezon City
  • Must not own any residential property (must present Certificate of No Property)
  • Must have a stable source of income to support housing loan payments (evidenced by employment certificate, payslips, ITR, or certificate of engagement)
  • Must be able to comply with all documentary requirements
  • If an informal settler family, must secure a recommendation from the HCDRD Development Officer
  • Must attend the required orientation/seminar
  • Must not have any disqualification or legal impediment to contract a loan with PAG-IBIG Fund or Social Housing Finance Corporation

Required Documents 

Applicants must prepare and submit several documents as part of the application process. These include:

  • Proof of Income (original and photocopy) – May include Certificate of Employment and Compensation, Certificate of Engagement, Pay Slip, or Income Tax Return (ITR)
  • Birth Certificate (original and photocopy) from PSA; if married, Marriage Contract and spouse’s Birth Certificate are also required
  • Valid ID (preferably QCitizen ID), company ID with signature, and four (4) 1×1 photos for both applicant and spouse (if married)
  • Proof of Billing (original and photocopy) from utility providers such as Meralco, Maynilad, or PLDT
  • Barangay Clearance (original and photocopy)
  • Certificate of No Property (original and photocopy) from the City Assessor’s Office
  • Two (2) Family Photos (3R size)
  • NBI Clearance (original and photocopy)
  • BIR TIN ID (photocopy)
  • Recommendation from HCDRD Development Officer (for Informal Settler Families only)

Application Process: Step-by-Step Guide

To apply, here are the steps that you need to follow:

Step 1: Submission of Requirements

  • Visit the Direct Sale Section of the Housing, Community Development, and Resettlement Department (HCDRD) located at Civic Center Building C, Quezon City Hall Compound.
  • Submit all required documents for pre-evaluation.
  • The agency will screen and review the application, which usually takes around 3 days after initial submission.

Step 2: Attend the Orientation/Seminar

  • The applicant must attend an orientation or seminar organized by the HCDRD.
  • This session usually lasts one day and provides applicants with important information regarding their housing loan and responsibilities.

Step 3: Signing of Loan Documents

  • After attending the seminar, applicants will be scheduled to sign the necessary loan documents.
  • The Direct Sale Section will facilitate the signing and encoding of applicant information into various forms.
  • This process may take up to 3 days.

Step 4: Re-evaluation and Submission to Financing Agencies

  • After the signing, the HCDRD will conduct a final review of all submitted documents.
  • The completed application is then forwarded to the PAG-IBIG Fund or the Social Housing Finance Corporation for loan processing.
  • The financing agency typically takes around 30 days to process and approve the loan after receiving complete documentation.

Processing Time

From submission to internal processing, the application may take around 9 days before being forwarded to financing institutions. Take note that this timeline excludes loan approval as loan approval duration at PAG-IBIG Fund or SHFC may vary, though it usually takes about 30 days.

Processing Fees

Applicants are not required to pay any processing fees for the evaluation, orientation, signing of loan documents, or submission of application to financing agencies. This helps make the program more affordable and accessible to low-income families.
