Who Can Qualify for REAP?
REAP is not open to everyone. Only beneficiaries of PNP personnel who have received certain awards or recognitions are qualified. It is also given in a specific order of priority as listed below:
Recipients According to Priority
- Wounded in Police Operations (WIPO) personnel awarded with the Medalya ng Sugatang Magiting but not permanently incapacitated.
- Police officers granted Special Promotion.
- Police officers awarded with Medalya ng Kabayanihan or Medalya ng Katapangan.
- Recipients of Individual Awards during the Police Service Anniversary at the national level.
Priority Beneficiaries
When awarding REAP, the following priorities are observed:
- Declared legal beneficiary of Police Non-Commissioned Officers (PNCOs) and Non-Uniformed Personnel (NUP).
- Declared legal beneficiary of Police Commissioned Officers (PCOs) with the rank of PINSP to PSUPT.
How to Apply
Applying for REAP involves submitting requirements and undergoing screening. To do this, simply follow these steps:
Step 1: Submit Documentary Requirements
Applicants must submit the following required documents:
- Fully accomplished application form endorsed by the Chief of Office.
- Certificate of Declared Legal Beneficiary/ies issued by DPRM.
- Certified and authenticated photocopy of the award or official report by the Awards and Decorations Board.
- Authenticated Special Promotion Order (for promotion recipients).
- Two (2) copies of latest 2×2 ID pictures of the PNP member and the applicant.
- Original or authenticated copy of proof of enrollment (mandatory for the release of grant).
Step 2: Where to Submit
- Submit requirements to RPHRDD, PROs, or ARMD, NSUs for forwarding to PSS, MWD, DPRM for consolidation and evaluation.
- For those assigned with the Command Group, D-Staff, or P-Staff, submit directly to PSS, MWD, DPRM, Camp BGen Rafael T. Crame, Quezon City.
Step 3: Initial Screening and Evaluation
- PSS, MWD, DPRM receives and checks documents.
- A worksheet of qualified applicants is prepared and forwarded to the PNP Educational Assistance Board (PEAB).
- Recommendations from regional offices (PRO/NSU) are also sent to the PEAB for final approval.
Step 4: Deliberation and Approval
- The PNP Educational Assistance Board deliberates and approves applications twice a year (every 3rd week of May and July).
- Approved applications are documented and signed through official resolutions.
Step 5: Release of Educational Assistance
- PSS, MWD, DPRM prepares the Disbursement Voucher.
- Finance Service processes the voucher following Commission on Audit (COA) rules.
- The ₱30,000 grant is deposited directly into the beneficiary’s Landbank of the Philippines ATM account upon submission of proof of enrollment.
Fees and Processing Timelines
There are no processing fees when applying for the PNP Reward Educational Assistance Program (REAP). Applications must be submitted within one year from the conferment of the award/recognition, and documentary requirements should be filed within 30 days after the school year ends. The PNP Educational Assistance Board deliberates and approves applications every 3rd week of May and July, with grant release processed shortly after approval and submission of proof of enrollment.

Source of Funds
Funding for REAP comes from contributions and partnerships with the following:
- Public Safety Mutual Benefit Funds Inc. (PSMBFI)
- PNP Provident Fund
- Other partner institutions, offices, or agencies
All funds are deposited under the account name “PNP Scholarship Foundation Fund”, managed by the PNP Educational Assistance Board and Finance Service.
Disqualification and Termination of Grant
A beneficiary may lose eligibility or have the grant terminated if any of the following occur:
- Retirement of the PNP personnel (except under SEAP).
- Conviction of a crime or serious administrative offense leading to dismissal, rank demotion, or suspension of 30 days or more.
- Request for termination by the parent or guardian.
- Availment of another scholarship from any government or non-government organization.
- Failure to meet academic standards.
- Failure to submit documents within 30 days after the school year.
- Expulsion from school due to violations.
- Transfer to another school without approval.
- Failure to complete the course within prescribed years without valid reason.
- Lack or non-availability of funds for the program.
