How to Apply for PNP PLDT-SMART Foundation (PSF) Educational Assistance Program

Recognizing that a strong educational foundation may not always be accessible to dependents of police officers, the PLDT-SMART Foundation (PSF), in partnership with the Philippine National Police (PNP), created the PNP PLDT-SMART Foundation College Education Assistance Program to extend support to deserving students. It is a scholarship and financial aid program designed for college dependents of uniformed PNP personnel who were killed or wounded in police operations (KIPO/WIPO), those with Total Permanent Physical Disability (TPPD), and dependents of active PNP Non-Commissioned Officers (PNCOs) who graduated from high school with honors. For the past 18 years, the PSF has helped provide that to almost 1,000 students, allowing it to continue strengthening its ties with the PNP while also honoring the sacrifice of uniformed officers by helping their families pursue brighter futures through an investment in the education of their children.

Its main purpose is to help PNP dependents continue their education, despite the loss or injury of a parent in service, or to recognize the academic excellence of police dependents.

Who is Qualified to Apply?

Scholarship slots are limited, so the program prioritizes applicants who meet specific criteria.

Eligible applicants include:

  • Dependents of PNP personnel killed in police operations (KIPO)
  • Dependents of PNP personnel wounded in police operations (WIPO) with TPPD
  • Dependents of active PNP personnel (PNCO) who graduated from secondary school with honors (Valedictorian, Salutatorian, or ranked in the Top 10)

Note: Every year, only 50 dependents are selected to benefit from this scholarship. First-year college students are highly encouraged to apply.

Documentary Requirements

To start the application, you will need the following required documents: 

For dependents of PNP personnel (KIPO, WIPO, and TPPD):

  • Line of Duty (LOD) Report and Investigation Report
  • Death Certificate (photocopy)
  • Authenticated Medical Report and TPPD Order
  • PSA-authenticated Birth Certificate of applicant
  • PSA-authenticated Marriage Contract of parent
  • Back-to-back photocopy of applicant’s ID and PNP personnel’s ID (PNP ID)
  • Certified True Copy of Form 138 (Report Card) and Diploma (photocopy)
  • Authenticated Enrollment receipt or school confirmation
  • Two latest 2×2 pictures of applicant and the PNP personnel
  • Certificate of Good Moral Character from last school attended
  • No failing grades

For dependents of active PNP personnel (PNCO) who excel academically:

  • Endorsement from Unit
  • PSA-authenticated Birth Certificate of applicant
  • PSA-authenticated Marriage Contract of parent
  • Back-to-back photocopy of applicant’s ID and PNP personnel’s ID (PNP ID)
  • Certified True Copy of Form 138 (Report Card) and Diploma (photocopy)
  • Authenticated Enrollment receipt or school confirmation
  • Certificate of Award (Valedictorian, Salutatorian, or with honors)
  • Non-Pending Case/Duty Status of PNP personnel
  • Two latest 2×2 pictures of applicant and the PNP personnel
  • Certificate of Good Moral Character from last school attended
  • Grades not lower than 85% in all subjects

Note: Applications must be submitted in a white folder with tabbings to the Chief, RPHRDD (Attn: Morale Welfare Section).

How to Apply  

If you meet the eligibility requirements and you already prepared the documentary requirements, then, here’s how you can start your application:

Step 1. Gather all documentary requirements based on your category (KIPO/WIPO/TPPD or active PNCO honor student).

Step 2. Place documents in a white folder with tabbings for easy review.

Step 3. Submit your application to:

  • Chief, RPHRDD (Attention: Morale Welfare Section)

Step 4. Wait for confirmation from the PNP and PSF regarding your application status.

Step 5. Once approved, follow enrollment confirmation instructions and maintain the required grades to continue receiving support.

Grounds for Denial of Application

Here’s a list of potential grounds for disqualification from the program:

  • Submission of incomplete or missing documentary requirements.
  • Not a qualified dependent (not a child of PNP personnel covered under KIPO, WIPO with TPPD, or active PNCO with honors).
  • Grades lower than 85% (for dependents of active PNCOs who graduated with honors).
  • Presence of failing grades in any subject (for all applicants).
  • Pending administrative or criminal case against the PNP personnel parent (for active PNCO category).
  • Submission of fraudulent, falsified, or tampered documents.
  • Failure to maintain academic performance required by the scholarship during the course of study.
  • Ineligibility due to exceeding the limited scholarship slots (since the program only grants to a set number of dependents each year).
  • Failure to provide a valid enrollment certificate or proof of school admission.

Important Notes

Here’s a list of important stuff all applicants need to remember when applying for the program: 

  • Only dependents of qualified PNP personnel (KIPO, WIPO with TPPD, or active PNCO with honors) may apply.
  • First-year college students are strongly encouraged to apply.
  • The program has limited slots each year; incomplete or late applications may not be entertained.
  • The program is offered annually in line with the school year.
  • Applications are usually accepted before the start of the school year (June–August).
  • Processing and evaluation of applications are done by the PNP Morale and Welfare Section (RPHRDD).
  • Grantees must renew and submit updated school documents (report card, enrollment form, and good moral certificate) every academic year to continue receiving assistance.
  • No application fee is required to apply for the scholarship.
  • Families should shoulder personal or miscellaneous school expenses not covered by the grant.
