PAFCPIC Coop: Philippine Army Finance Center Producers Integrated Cooperative 

The Philippine Army Finance Center Producers Integrated Cooperative (PAFCPIC), also called PAPSI by its members, is a registered cooperative in the Philippines that offers a wide range of financial services like savings, loans, insurance, scholarships, and other support programs for members of the Armed Forces of the Philippines (AFP) and their families. 

Originally founded and registered with the Cooperative Development Authority (CDA) in October 16, 2009 to serve active and retired personnel from the Philippine Army, Navy, and Air Force, as well as civilian employees, who were facing financial challenges, PAFCPIC has evolved into one of the largest cooperative in the country, with over 189,000 members, a head office in Taguig City, and numerous branch offices nationwide that offers financial products, investment opportunities, and livelihood support tailored to the members’ specific needs.

Loan Products

PAFCPIC offers 12 loan types including:

  • Appliance Loan: For purchasing appliances, furniture, and durable home equipment.
  • Back-to-Back Loan: Allows borrowing against your Share Capital, Time Deposit, or Regular Savings Deposit.
  • Business Loan: Supports capital and operational expenses for small businesses and income-generating projects.
  • Calamity Loan: Emergency assistance provided to members affected by natural disasters.
  • Car Loan: Financing for both new and used vehicles for personal or business use.
  • Emergency Loan: Quick-access funding for unexpected urgent expenses.
  • Housing Loan: For purchasing or renovating homes, condo units, or other real estate properties.
  • Multi-purpose Loan: Flexible loan for various needs like medical, educational, or personal expenses.
  • Petty Cash Loan: Covers small, short-term financial requirements.
  • Providential Loan: For planned personal expenses such as education, travel, or utility payments.
  • Salary Loan: Medium- to large-scale loan for major expenses like home repairs.
  • Special Education Assistance Loan: Provides educational support for members and their dependents.

Savings & Investment Services

They also offer savings and investment products, including the following:

  • Regular Savings Deposit (RSD): Earns 4.5% annual interest (computed quarterly) for deposits up to ₱30 million.
  • Special Savings Deposit (SSD): Offers 6% annual interest (computed semi-annually) for long-term saving goals.
  • Share Capital (SC): Acts as your ownership share in the cooperative, earning annual dividends based on coop performance.

Other Services & Benefits

Other offerings from PAFCPIC include:

  • We Care Program: Low-cost and affordable insurance (₱50/month or ₱600/year) for members under 60, with ₱100,000 death benefit to beneficiaries.
  • Patronage Refund (PatRef): Cashback distributed to members based on their loan payments from the previous year.
  • Interest on Share Capital (ISC): Yearly dividend earnings credited to your savings based on total coop profits.
  • PAPSI Assist: Provides medical assistance, support for military units, and sponsorships for AFP-affiliated causes. Includes:
    • Social Services Program: Provides medical aid and equipment to members and dependents.
    • Socio-Civic Program: Supports military units and affiliated organizations with supplies and assistance.
    • Corporate Sponsorship Program: Aids military-related events and publications for brand visibility and goodwill.
  • Scholarship Program: Grants full support for qualified dependents of members taking any 4- to 5-year college degree. Benefits include tuition, allowances, graduation incentive, and board review support.
  • Leasing Services: Offers rental of commercial spaces in select PAFCPIC offices across Luzon, Visayas, and Mindanao. PAFCPIC now has 25 satellite offices and 31 liaison offices across Luzon, Visayas, and Mindanao though not all these locations offer space leasing services for businesses.

Who Can Join PAFCPIC?

PAFCPIC offers two types of membership: Regular and Associate.

Regular Members: Regular members have full rights, including the right to vote and be elected.

Eligible individuals include:

  • Active military personnel and civilian employees assigned to the Philippine Army
  • Retirees who joined during their active service
  • Employees of PAFCPIC
  • Immediate family members (18 years old and above) of a deceased regular member

Associate Members: Associate members cannot vote or sponsor dependents unless they qualify as associate members in their own right.

Eligible individuals include:

  • Active personnel from the Philippine Navy and Air Force
  • Retirees or honorably separated military personnel
  • Dependents (spouses, children, or parents) of regular and associate members
  • Employees of PAFC Transport and Housing Cooperatives
  • Pensioners from AFP or PVAO
  • Former PAFCPIC employees with at least five years of service
  • Other uniformed personnel from national government agencies

Sponsored Dependents: Regular and qualified associate members can sponsor:

  • Single members: their legal parents (at least 18 years old)
  • Married members: their spouse or children (18 years old and above)

Requirements 

Before applying, make sure to have the following requirements ready first:

  • Filled-out Membership Application Form
  • Signed Savings Account Contract
  • Signed Data Privacy Consent Form
  • Attend Pre-Membership Education Seminar (PMES)
  • TIN, mobile number, and email address
  • Minimum Share Capital contribution
  • Photo (taken at the office or 2 pcs 2×2 ID photo with white background)

Additional documents for dependents:

Parents:

  • Sponsor’s birth certificate & valid ID
  • Government-issued ID of parent
  • Marriage contract of parents

Spouse:

  • Marriage contract
  • Sponsor’s ID
  • Spouse’s valid ID

Children (18+):

  • Birth certificate
  • Valid ID of child and sponsor
  • Marriage contract of sponsor (if applicable)

How to Apply

To apply, simply follow these steps:

Step 1: Go to the official PAFCPIC website: https://pafcpic.ph/.
Step 2: On the homepage menu, click “Become a Member” then select “Who Can Be Members”.
Step 3: Scroll to the bottom of that page and click the “Apply Now” button.
Step 4: Review the Legal Notice and click “I Agree” to continue.
Step 5: Read the Privacy Policy, then click “Next”.
Step 6: Read the Terms and Conditions, tick the checkbox to confirm, and click “Proceed”.
Step 7: Go through the list of membership requirements. Ensure you have all the necessary documents, then click “OK”.
Step 8: Fill out the Online Membership Application Form completely. Be ready to provide the following:

  • Personal information
  • Current address
  • Family details
  • Additional background information

Step 9: Carefully review all the information you’ve entered. Once everything is accurate, click “Submit” to complete your application. 

Step 10: Wait for a confirmation message and follow the next steps provided by PAFCPIC through email or SMS.
