The Kalinga sa mga May Kapansanan Program is a cash assistance initiative run by the Ministry of Social Services and Development (MSSD) in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). It gives indigent persons with severe disabilities a regular stipend to help cover basic needs like food and medicine, easing the financial strain disability often places on low-income households and guarding against neglect or deprivation.
Funded entirely by the Bangsamoro Government through MSSD, it is a regional program that connects PWDs to broader social protection services. Funds pass through local government units, which handle the actual payout. The selection is need-based, and is driven by a structured assessment rather than first-come, first-served disbursement.
Who the Program Is For

The program targets indigent persons with severe disabilities living in BARMM. Eligibility rests on functional difficulty rather than diagnosis — specifically, significant difficulty in one or more of these areas:
- Seeing, even with eyeglasses
- Hearing, even with a hearing aid
- Walking or climbing steps
- Remembering or concentrating
- Self-care, such as bathing or dressing
- Communicating in one’s usual language
Because funding is limited, MSSD prioritizes applicants through a ranking system, favoring those with:
- Higher severity scores, based on self-reported difficulty ranging from “some difficulty” to “cannot do at all”
- Lower economic status
- Difficult living conditions, such as living alone or facing neglect
- Additional protection needs — for example, being a minor, disaster-affected, or a survivor of gender-based violence
Benefits
Under the program, beneficiaries can enjoy:
- ₱500 in monthly cash assistance per qualified beneficiary
- ₱6,000 total per year, meant to help cover subsistence needs, medicine, and other essentials
- Continued assistance for as long as the beneficiary stays eligible and the program remains funded
Payout timing and any added services can differ from one municipality to the next, since local offices handle implementation. Some LGUs pay monthly, while others release lump sums covering several months at once. You will need to confirm the specifics with your local social welfare office or MSSD.
Eligibility Requirements
To qualify, you need to satisfy the following conditions:
- Residency within BARMM
- Indigent or low-income household status
- A severe disability, with documented functional difficulty in at least one of the six core areas above
- Supporting documents, such as a PWD ID or medical certificate, especially for conditions like visual impairment
Note: Meeting these criteria doesn’t guarantee inclusion. Applicants are ranked by severity, economic status, and protection needs, and admitted as funding allows.
How to Apply

Procedures can vary slightly by city or municipality, but you generally need to follow these steps:
Step 1. Contact your local Municipal or City Social Welfare and Development Office (MSWDO/CSWDO), or MSSD directly, to confirm current requirements in your area.
Step 2. Undergo an assessment of functional difficulty across the six core areas.
Step 3. Submit supporting documents, such as a valid PWD ID, medical certificate, or similar proof of disability.
Step 4. Provide information on household income and living conditions, which factors into prioritization.
Step 5. Wait for evaluation and ranking — approval isn’t automatic, even for applicants who meet the baseline criteria.
Step 6. Once approved, coordinate with your LGU on the disbursement schedule and method.
