In an effort to promote peace and reintegration, six former New People’s Army (NPA) rebels in Aurora province were granted financial assistance through the government’s Enhanced Comprehensive Local Integration Program (E-CLIP). The awarding of aid took place on October 2, 2024, at the Peace and Development Center in Baler, Aurora. The financial assistance was distributed by Reynante Tolentino Jr., representing his father, Aurora Governor Reynante Tolentino. The total amount awarded reached PHP340,000, which will enable the ex-rebels to establish small businesses and reintegrate into their communities. The event was also attended by other key officials, including Lt. Col. Aries Quinto, acting commanding officer of the 91st Infantry Battalion, and local representatives from the police and social welfare sectors.

The cash assistance granted under E-CLIP is part of the government’s ongoing efforts to offer ex-rebels a chance to build new lives. Lt. Col. Quinto highlighted that this financial aid is not just monetary support but also a symbol of the government’s commitment to the reintegration process. Quinto further advised the former rebels to make the most of the opportunity provided by the government. He emphasized the importance of leaving behind their past and contributing to society, assuring them that the support will continue even after their reintegration, including eventual coordination with the Philippine National Police (PNP) for their safety and protection.

E-CLIP: A Comprehensive Support Program

E-CLIP is a government initiative overseen by the Department of the Interior and Local Government (DILG) and the Department of National Defense (DND). It offers a holistic support system for former members of the NPA and the Militia ng Bayan who choose to abandon armed conflict and reintegrate into civilian life. Aside from financial assistance, the program provides other forms of social and economic support, including education, skills training, and psychological counseling, ensuring that beneficiaries are equipped for their new roles in society.

The program has become a critical part of the government’s peace-building efforts. It seeks to address the root causes of conflict by providing former rebels with sustainable opportunities and a clear path toward becoming productive citizens.

E-CLIP Committee and Multi-Sectoral Support

The success of E-CLIP is made possible through the collaborative efforts of multiple sectors. In Aurora, the provincial committee overseeing the program is composed of representatives from the DILG, the Department of Social Welfare and Development (DSWD), the Philippine Army, and local government units (LGUs). Religious leaders, including Pastor Noel Bornales, were also involved, highlighting the importance of spiritual guidance in the reintegration process.

The program’s comprehensive approach is designed to ensure that former rebels are supported at every stage of their transition, from immediate financial needs to long-term community integration.

Encouraging More Rebels to Return to Society

The government continues to call on remaining rebels to abandon the armed struggle and return to civilian life. Through programs like E-CLIP, the state provides a clear incentive for individuals to embrace peace and reintegration. By offering financial assistance and livelihood support, the government not only addresses the immediate needs of ex-rebels but also encourages them to build a more sustainable and peaceful future for themselves and their families.

Hope for National Peace

As these six former rebels begin their new lives, their stories serve as a beacon of hope for other individuals who may still be involved in armed conflict. The successful reintegration of ex-rebels demonstrates that peace and reconciliation are achievable, provided that proper support and resources are made available.

The government’s continued commitment to programs like E-CLIP reinforces its dedication to national peace efforts. By giving former rebels the tools and opportunities to succeed, the state is working toward a future where conflict is resolved through dialogue and cooperation, not violence.
