DMW OFW Cash Assistance via AKSYON Fund

The DMW AKSYON Fund’s Financial Assistance is a benefit administered by the Department of Migrant Workers (DMW) under Republic Act No. 11641 that provides immediate cash aid to OFWs in distress and their families. It’s supposed to help OFWs affected by sudden economic displacement — job loss, medical emergencies, natural calamities, abuse, or the death of a loved one — by putting money directly in their hands.

In practice, it helps all types of OFW by releasing funds onsite through Migrant Workers Offices (MWOs) abroad, at a Philippine airport upon arrival, or through DMW’s Central or Regional Offices, disbursed via cash, bank transfer, remittance, or e-wallet.

As the program is designed to offer immediate economic relief,  it directly offers money that the OFWs can immediately use to stabilize their situation — whatever the emergency demands. Take note, though, that it is different from other AKSYON Fund benefits like Medical Assistance, Repatriation, or Legal Assistance. This particular assistance draws on public funds and, notably, is not treated as part of a deceased OFW’s estate — a detail that keeps the release of benefits to grieving families fast and uncomplicated rather than tied up in estate settlement processes.

Who Can Avail

Based on the DMW’s Omnibus Guidelines (Department Order No. 02, Series of 2025), this benefit is for:  

  • Any OFW, land-based or sea-based, including OFW-seafarers  
  • Both documented and undocumented OFWs  
  • OFWs in distress who are facing a medical, psychosocial, or legal problem, abuse or exploitation (including illegal recruitment or trafficking), human rights violations, or situations like war, civil unrest, or a pandemic in their host country.
  • The OFW’s family automatically becomes eligible once the OFW qualifies, including solo parents, spouses, guardians of an OFW’s children, and other next of kin  
  • Assistance is available regardless of the OFW’s location or immigration status

Benefits Offered

The exact amount depends on the nature of the distress. Here’s a general breakdown of what’s available:

1. Financial Assistance to Distressed OFWs and/or Next of Kin

  • ₱50,000 (one-time) — covers:
    • Job loss from economic downturn, layoffs, bankruptcy, closure, or redundancy
    • Displacement from natural calamities, extreme weather, epidemics/pandemics
    • Contract termination by employer or OFW (not for job-switching)
    • Expired work permit risking jail/deportation/ejection
    • Forced labor, contract violations, illegal recruitment, trafficking, fraud
    • Pending labor/criminal/civil/immigration cases abroad
    • Non-severe illness/injury (including returnees within 1 year)
    • Next of kin of an incarcerated OFW
  • ₱75,000 (one-time) — covers:
    • Displacement from war, armed conflict, political unrest, extreme discrimination
    • Next of kin of an OFW on death row
    • Severe illness, injury, or mental health condition (including returnees within 1 year)
    • Abuse, exploitation, rape, kidnapping, or other serious crimes
  • ₱100,000 (one-time) — covers:
    • Next of kin of an OFW who died abroad (any cause)
    • Next of kin of an OFW-returnee who died within 1 year of returning
  • Special categories:
    • OFW-seafarer in distress (RA 12021 / Magna Carta of Filipino Seafarers) — one-time, amount subject to approved guidelines
    • Victim of Balikbayan Box scam — ₱30,000 one-time
    • Other analogous circumstances — one-time, amount subject to Fund Administrator/Secretary approval

2. Welfare Assistance to Senior OFW Returnees

  • Senior OFWs (60+) returning for good or on final exit — ₱10,000 one-time or a medical voucher

3. Quick AKSYON Fund

  • OFW/next of kin with official business at DMW/OWWA needing urgent food, transport, medicine, or shelter — ₱5,000 one-time
  • OFW at an MWO needing food, medicine, or transport, or under MWO custody awaiting repatriation — up to US$200 one-time (or local currency equivalent)
  • OFWs/next of kin displaced by calamities, emergencies, or epidemics in the Philippines (via Regional Office) — ₱5,000 one-time

4. Financial Assistance through OFW Hospital

  • OFW needing extra medicine, medical devices, food, or transport after OFW Hospital services — ₱5,000, once a year as needed

Assistance may be released in full or in installments, depending on the recommendation of the implementing office and the Fund Administrator’s approval.

How to Avail of the Assistance

Here’s what to do if you or your family need to apply:

Step 1. File a Request for Assistance (RFA).

  • If you’re still abroad, bring your RFA to the nearest Migrant Workers Office (MWO).
  • If you’re already in the Philippines, or if a family member is filing on your behalf, go to the DMW Central Office or the Regional Office with jurisdiction over your place of residence.

Step 2. Prepare your documents.

You’ll generally need the following:

  • Passport or travel document,
  • Proof of work status
    • a visa, employment contract, Overseas Employment Certificate/OFW Pass, or work permit if documented; or
    • unverified contract, pay slip, company ID, or similar proof if undocumented
  • Proof of OFW status
    • OWWA membership
    • OEC
    • OFW ID, or
    • Seaman’s Book
  • Marriage or Birth certificate

Note: Additional documents may be requested depending on your specific circumstances.

Step 3. Understand the eligibility window.

As a general rule, the incident giving rise to your request, or your return to the Philippines, must fall within the period recognized under current DMW guidelines — supporting documents like passport arrival stamps, boarding passes, or Bureau of Immigration records may be required.

Step 4. Expect evaluation, not automatic approval.

The implementing office reviews each RFA and determines the applicable benefit based on the AKSYON Fund Benefits Matrix.

Note: If your situation calls for a higher amount than what’s listed, that requires separate authorization from the Fund Administrator or the Secretary.

Step 5. Multiple claims are monitored.

DMW offices maintain a database of beneficiaries to prevent repeat or duplicate availment unless specifically authorized.
