How to Apply for the CSC Honor Awards Program

The Civil Service Commission (CSC) Honor Awards Program (HAP) is the rewards and incentives system that recognizes government officials and employees who have demonstrated outstanding contributions, innovations, or consistent ethical behavior in public service. It is one of the most prestigious recognitions given to government employees and was meant to honor public servants who go beyond their duties—those whose dedication, innovation, and integrity uplift communities and redefine what it means to serve. The CSC Honor Awards Program gives these unsung heroes the recognition they deserve—reminding everyone that public service is not just a job, but a lifelong commitment to nation-building.

If you’re a government employee or part of an agency’s HR team looking to nominate someone, this guide will walk you through what the CSC HAP is, who can apply, the requirements, and how to submit your nominations.

Program Overview

The CSC HAP is an annual program conducted under the Search for Outstanding Government Workers, also known as the Gawad Lingkod Bayani, and its winners are recognized during the Philippine Civil Service Anniversary every September. It is anchored on Executive Order (EO) No. 292 (Administrative Code of 1987), EO No. 508 (s. 1992) as amended by EO No. 77 (s. 1993), and Republic Act No. 6713 (Code of Conduct and Ethical Standards for Public Officials and Employees).

It covers different categories and features three major national awards:

  • Presidential Lingkod Bayan Award: Recognizes individuals or groups whose work has significantly contributed to the public interest, resulting in nationwide impact.
  • CSC Pagasa Award: Given to individuals or groups whose cooperative efforts have improved public service efficiency, innovation, or productivity.
  • Dangal ng Bayan Award: Honors public officials and employees who have demonstrated exemplary ethical behavior as provided in Republic Act No. 6713.

Benefits

Awardees of the Civil Service Commission Honor Awards Program receive both monetary and non-monetary incentives, as well as career-related benefits which includes:

Who Can Be Nominated?

The search is open to: 

  • All government employees—from national agencies, local government units (LGUs), state universities and colleges, and government-owned or controlled corporations (GOCCs).
  • You may be nominated individually or as part of a group.
  • Agencies are encouraged to submit their Program on Awards and Incentives for Service Excellence (PRAISE) awardees for nomination.

Documentary Requirements

Submit scanned copies of the following documents:

  • Updated Personal Data Sheet (PDS) with photo and signatures
  • Certificate from the Chairperson of your agency’s PRAISE Committee
  • Endorsement letter from the Agency Head (or superior official if the nominee is the head)
  • Certification that the nominee has no pending or prior administrative/criminal case involving moral turpitude
  • Performance rating: at least Very Satisfactory (VS) for six (6) semestral or three (3) annual rating periods prior to nomination
  • Certification of No Unliquidated Cash Advance (as of Dec. 31 of the previous year)
  • Certification of No Disallowance from COA Resident Auditor (with explanation if applicable)
  • Copy of Statement of Assets, Liabilities, and Net Worth (SALN)
  • Appointment Paper, COMELEC Certification, or Designation Order, depending on position type
  • Updated Service Record
  • Valid clearances: NBI, BIR Tax, and Police
  • CSC Clearance for Pendency or No Pendency of Administrative Case
  • Digital photo following the specifications below:
    • Individual: portrait shot (chest up), white/beige background, 4×6 inches, 300 DPI minimum
    • Group: one portrait of each member and one landscape group shot

Note: For group nominations with members from different agencies, all documentary requirements must come from each respective department.

How to Apply for the CSC Honor Awards Program

Personally applying for the program is not possible, but if you are looking to nominate an individual, regardless if you are making the nomination as an individual or as an agency, then here are the steps to follow:

Step 1: Choose the Appropriate Award Category

Select only one of the following categories:

  • Presidential Lingkod Bayan Award (Individual or Group)
  • CSC Pagasa Award (Individual or Group)
  • Outstanding Public Officials and Employees (Dangal ng Bayan) Award

Step 2: Prepare the Nomination Form

Download the nomination form (HAP Form No. 1 Rev. 2023) and other necessary forms (HAP Form No. 2 Rev. 2023 Accomplishment Form and Certification) and guidelines (CSC Resolution No. 2100501 Promulgated 24 June 2021) from the CSC website.
 

Step 3: Complete the Required Information

Provide all details in the form including:

  • Personal information
  • Work-related information
  • Accomplishments and impact/results
  • References and checklist

Step 4: Gather and Attach the Required Documents

Prepare duplicate copies of all the required documents listed above. 

Step 5: Submit the Nomination

Submit the nomination form along with the requirements ahead of the scheduled deadline for nominations and wait for the result.
