Marcos Jr. ordered the NCSC to rush the release of these cash gifts to qualified seniors and their families after eight senior citizens in Quezon City filed complaints with the Anti-Red Tape Authority (ARTA) over long delays in releasing their cash gifts. The NCSC has also reported speeding up distribution through digital payment channels, including bank transfers and LandBank PISO accounts, to cope with the delays.
Who Is Covered by the PhP10,000 Cash Gift
The benefit is meant for a specific, clearly defined group under RA 11982:
- Filipino citizens, whether living in the Philippines or abroad, who reach the milestone ages of 80, 85, 90, or 95 years old
- Dual citizens residing overseas, who may file through the Philippine Embassy, the Commission on Filipinos Overseas, or the Department of Migrant Workers
- Members of indigenous cultural communities without a PSA-issued birth certificate, who may qualify using validation documents endorsed by the National Commission on Indigenous Peoples
- Muslim Filipinos outside the Bangsamoro Autonomous Region who lack a PSA birth certificate, who may use an age-verifying certificate from the National Commission on Muslim Filipinos
- The legal heirs or nearest surviving relatives of a qualified senior citizen who passed away after reaching a milestone birthday, who may continue or file the claim on the beneficiary’s behalf
This particular cash gift is different from the PhP100,000 grant reserved for Filipinos who reach 100 years old, which also comes with a presidential letter of felicitation.
Benefits
Under RA 11982, the amount is fixed and does not vary by region or income:
- Age 80: ₱10,000
- Age 85: ₱10,000
- Age 90: ₱10,000
- Age 95: ₱10,000
- Age 100 (centenarian): ₱100,000 plus a letter of felicitation from the President
Requirements
The documentary requirements typically include:
- The Grantee Claim Form
- One primary ID — an original or certified true copy of a PSA birth certificate, or a photocopy of a National ID (if no primary ID is available, two secondary IDs may be submitted instead)
- A recent full-body photo printed on A4-size bond or photo paper
For grantees who are bedridden or under medical care, the following are also needed in addition to the basic requirements:
- A valid government-issued ID of the authorized representative (original and photocopy)
- An Authorization Letter (downloadable from the NCSC website)
- A medical certificate, or a barangay certificate signed by the Barangay Captain and a Barangay Health Worker if the grantee is bedridden
- A recent photo of the grantee holding a current newspaper or calendar page, as proof of life
Note: If a qualified senior passed away after their milestone birthday — whether or not they had already applied — their nearest surviving relative may continue or file the claim, generally with an application form, valid ID of the beneficiary, an endorsement letter from the local mayor, the original or certified death certificate, valid ID of the relative, and proof of relationship (such as a birth or marriage certificate). Note that a grantee who passed away before reaching the milestone age itself is not eligible, since the entitlement only arises once that specific birthday is reached.
How Senior Citizens Can Avail of the Cash Gift
The claims process follows these steps:
Step 1. Fill out the Grantee Claim Form, available for free from the NCSC website, the local OSCA, the Local Social Welfare and Development Office (LSWDO), or the barangay.
Step 2. Choose how to receive the cash gift — whether over the counter or through a bank account or LandBank PISO account.
Step 3. Submit the completed claim form and required documents to the OSCA where the applicant is a member, or to the LSWDO.
Step 4. Claim the cash gift once the NCSC Regional Office coordinates with the local government unit and releases the schedule of distribution.
Note: Applicants are generally advised to apply four to six months before the milestone birthday to allow enough time for processing.
Claim Period
The cash gift must be claimed within a designated period:
- One year from the beneficiary’s milestone birthday for the ₱10,000 grant;
- Three years for the ₱100,000 centenarian gift.
Is There A Fee to Claim It?
No, there’s no fee to apply for or claim the senior citizen cash gifts. Charging fees or deducting from the cash gift is illegal and should be reported to the NCSC. Any solicitation, unauthorized fee collection, or deduction from the cash gift is explicitly prohibited by law, and grantees are entitled to receive the full amount.
